“Within the framework of the Concept for the development of early assistance in the regions, various models of early assistance are being introduced, taking into account socio-economic and territorial characteristics. The main thing is that this assistance is comprehensive – medical, psychological, pedagogical, and social. Of course, in the ideal model, the child and his family receive this help in one place. But taking into account the current situation, it may be receiving assistance in different organizations, in this case it is necessary to clearly define the route and the volume of those services that the child should receive, ”Sinyugina said. 

She clarified that a network of centers or services for early correctional assistance can be developed in the regions on the basis of kindergartens and schools implementing adapted educational programs, as well as on the basis of centers for psychological, pedagogical, medical and social assistance.

“According to our monitoring this year, 4,314 such services are already operating in the subjects of the education system. Most of them operate on the basis of preschool educational organizations, and the total number of appeals to the services of early correctional assistance in full-time and part-time modes this year amounted to more than 133 thousand, which is almost 2 times more compared to 2017, «Sinyugina clarified. 

The Deputy Minister noted that the national project «Education» includes a federal project «Support for families with children», within the framework of which centers for psychological and pedagogical assistance to parents will be created in the regions.

“Grants for the provision of such assistance will also be received by socially oriented non-profit organizations that implement programs of psychological, pedagogical and correctional and developmental orientation. We also plan to develop and implement in all constituent entities of the Russian Federation a targeted model of information and educational support for parents, which should operate on an interdepartmental basis, ”Sinyugina said. 

She clarified that a separate section of the Strategy for the Development of Education of Students with Disabilities and Disabilities until 2030 will be devoted to the development of early correctional assistance. It is being developed by order of the Ministry of Education of Russia by the Institute of Correctional Pedagogy of the Russian Academy of Education. The Strategy will fix the most important directions for improving the education system for different categories of children with special educational needs at all levels, starting with the provision of early correctional assistance services.

The developer of the Concept for the Development of Early Care is the Ministry of Labor and Social Protection of Russia. 

In August 2016, Russian Prime Minister Dmitry Medvedev said that the government had prepared a draft concept for the development of early assistance for children with disabilities. The system is designed for the smallest – children under the age of three. 

The head of government said that the draft concept of early assistance was prepared in order to make state support more systematic. It should make it possible to prepare uniform approaches, norms and standards for organizing the early care system, as well as accompanying children and their families by specialized specialists, to form a complex of medical, social, psychological and pedagogical measures for children and parents, to increase the competence of parents in matters of rehabilitation, as well as to adapt and implement best practices.

He clarified that the concept is designed in three stages. First, a regulatory framework will be formed, then standard programs will be prepared and tested, and finally the system will be introduced throughout Russia.

Deputy Prime Minister Tatyana Golikova said that guardians and adoptive parents of disabled children will be able to receive an increased monthly payment on an equal basis with their parents, TASS informs.
